I am 35 yrs old and circumcised - in the last several years I've felt that the shaft of my penis from the circumcision scar to the head feels a lot more limp and small than the rest of the shaft. When I have a partial erection or even flaccid the base of the shaft feels "full" and thick but the outer part where the frenulum is still very squishy between my fingers.
